Wirral Stop Smoking service provides tailored, personalised stop smoking support to help residents quit for good. The service focuses on improving long-term health outcomes, reducing smoking-related harm, and addressing health inequalities across the borough. By targeting support towards
communities and groups most affected by tobacco use, the service plays a key role in creating healthier, more resilient communities.
At Wirral Stop Smoking we work collaboratively with local partners to deliver accessible, evidence-based interventions and outreach support. Together, the aim is to empower individuals to take control of their health, improve wellbeing, and reduce inequalities within local communities.
Key Duties and Responsibilities
Provide strategic leadership and overall accountability for the Wirral Stop Smoking service, ensuring delivery against contractual KPIs, performance targets, outcomes and quality standards. Lead and manage multidisciplinary teams and subcontractors, fostering a high-performance, compassionate and accountable culture that places service users at the centre of delivery, with inclusion, lived experience and co-production embedded throughout. Oversee the service’s communications, marketing, engagement and lead generation strategies, working collaboratively with ABL’s communications and engagement teams to raise awareness, increase uptake, strengthen referral pathways and build trusted relationships with communities and key stakeholders across Wirral. Drive service development, innovation and continuous improvement by translating commissioner priorities, population insights and performance data into practical, evidence-based improvement plans, encouraging staff and partners to contribute to problem-solving and service development. Lead strategic workforce, capacity and resource planning to ensure services are delivered efficiently, equitably and in line with demand, with a focus on priority populations and areas of greatest need. Hold full accountability for service budgets, financial performance and cost control, ensuring resources are used effectively and value for money is demonstrated to commissioners. Ensure robust governance and quality assurance arrangements are embedded across the service, including safeguarding, information governance, health and safety, risk identification, mitigation and escalation. Act as the senior accountable lead and primary point of contact for commissioners, producing high-quality reports on performance, outcomes, social value, lived experience and service improvement, and representing Wirral Stop Smoking and ABL Health at senior system, place, Integrated Care System (ICS) and partnership forums.

Qualifications / Training Requirements
- Degree (or equivalent experience) in health/social care
- Experience in public health, community or integrated care settings
- Knowledge of governance, safeguarding and financial management
